The European Commission proposes reforms to simplify certain provisions of the Common Agricultural Policy (CAP), aiming to ease administrative burdens for EU farmers while maintaining a sustainable and competitive agricultural policy. The reforms focus on conditionality and CAP Strategic Plans, aiming to reduce controls for farmers and provide flexibility in meeting environmental standards. These proposals, influenced by feedback from farmers' organizations and Member States, complement ongoing efforts to reduce administrative burdens. Key changes include greater flexibility in maintaining non-productive areas, choosing between crop rotation and diversification, and defining sensitive periods for soil cover. The Commission also proposes exemptions for small farms and increased flexibility for Member States to amend CAP Strategic Plans. Additionally, the Commission presents options to improve farmers' positions in the food supply chain, including establishing an observatory of production costs and strengthening rules on contracts and producer organizations. These proposals align with the European Council's call to address challenges in the EU agricultural sector and aim to maintain environmental objectives while supporting farmers.
